Statement of Relevance
The project comprised a common carrier pipeline designed to transport polymer-grade propylene from Rotterdam in northern Holland, via Antwerp in Belgium and on through to the industrial Ruhr area in Germany (North Rhine Westfalia). The line was designed to transport up to 700kt/a at pressures up to 100barg. When completed the U-Line will consist of approximately 530km of 10” pipeline, the majority of which (372km) will be new build pipeline.
Description of Services
Work on this utilities based project was undertaken over an eighteen-month pre-sanction period with Energy and Power supporting the client organisation in their structure and provision of procurement support services to augment areas where the contractor organisation had been identified as weak. This arrangement allowed the client to concentrate on the key issues of managing the authorities, financial institutions and government bodies and other stakeholders.
Energy and Power assisted the new company to develop their management systems, their project management set-up, their commercial risk processes and undertook project, commercial and contracting management activities for and on behalf of EPDC.
These activities have been undertaken both in EPDC main office in Holland where we provided project management personnel and from the London office, from where we undertook specific scopes of work.
