Statement of Relevance
PanOcean Energy requested a tariff offer from the Etame Marin partners, for handling oil from their Remboue field onshore Gabon.
Energy and Power undertook a study at the request of SASOL on behalf of the Etame Marin partners to address the major issues associated with handling the Remboue crude on the Etame FPSO vessel and subsequently proposes a basis for setting a tariff.
Description of Services
Energy and Power scope included a review of the present Technical Arrangement with respect to shipping, mooring and offloading of crude oil, implications of required modification on the existing Etame operational facilities, separation and co-mingling of crude (and consideration of water in the crude), additional operational expenditure and tariff setting.
A detailed risk review was undertaken addressing commercial aspects (oil selling price) and practical issues of oil quality, oils spills and potential mechanical damage during loading of Remboue vessels.
Conclusions summarized potential benefits to both parties.
